From 2000 to early 2010, Tom Fry was President of the National Ocean Industries Association (NOIA). NOIA is the only national trade association representing all segments of the offshore energy industry. NOIA membership comprises more than 300 companies engaged in activities ranging from producing to drilling, engineering to marine and air transport, offshore construction to equipment manufacture, geophysical surveying to diving, and telecommunications to finance and insurance.

Before joining NOIA, Tom served at the Department of the Interior starting in 1993. He first served as Director of the Minerals Management Service, where he was responsible for regulatory oversight of the exploration, development, and production of oil, gas, and other minerals on the nation's Outer Continental Shelf, and for the collection of revenues for minerals development on federal and Indian lands. Later, he served as the Director of the Bureau of Lands Management, where he was charged with oversight responsibility for more public lands - 264 million surface acres and 560 million acres of sub-surface mineral estate - than any other federal agency.

Tom's experience also includes a posting as Regional Counsel for the U.S. Department of Energy in Dallas, as the Director of the Houston Oil Field Office of the Economic Regulatory Administration, and as Assistant Attorney General of Texas. He served as the Vice President of American Natural Resources, Inc., a Dallas natural gas processing and transmission company, he practiced law in private practice in Dallas, and he taught business law at the University of Texas at Dallas.

Tom serves on the Boards of Directors of Pogo Producing Company and of the National Energy Education Development project. A long-time Texas resident, Tom earned a law degree from Southern Methodist University Law School, and a bachelor's degree from Trinity University.
