The Honorable Leon E. Panetta is a Co-Director of the Leon & Sylvia Panetta Institute for Public Policy. He was a U.S. Representative from California's 16th district (now 17th) from 1977-1993. In 1993, he served as Director of the Office of Management and Budget, and he was appointed Chief of Staff to the President of the United States in 1994-1997. Panetta has a B.A. magna cum laude from Santa Clara University and a Juris Doctorate from Santa Clara University Law School.
