Budget and Appropriations for the NOAA Office of National Marine Sanctuaries
Current funding levels (Fiscal Year 2009 enacted) for the NOAA Office of National Marine Sanctuaries (ONMS) stands at $47.378 million for Operations, Research, and Facilities (ORF) and $12.995 million for Procurement, Acquisition, and Construction (PAC). The appropriations process for FY10, which started October 1, 2009, has not yet been completed by Congress, so ONMS is operating under a Continuing Resolution that maintains the FY09 levels. The FY09 funding level is essentially equivalent to ONMS’s FY06 enacted level. Given the increases in mandates, inflation, and other rising costs, the buying power of those 2006 dollars have been seriously impacted. Increased funding is necessary for ONMS to more effectively fulfill its mandates in managing the 14 sites that comprise the National Marine Sanctuary System.
