U.S. Rep. Nick J. Rahall II, a West Virginia native who represents his state's Third Congressional district, has served on the House Natural Resources Committee for over 30 years - his entire tenure in Congress. After serving as the Committee's ranking member for six years, Rahall was selected to serve as the Committee's Chairman for the 110th Congress and 111th Congress. He has received national recognition for his strong dedication to protecting and preserving our nation's environment. Rahall is also a longtime champion of protecting landmark environmental and public participation laws, such as the Endangered Species Act (ESA) and the National Environmental Policy Act (NEPA), which gives the American people the right to know about and participate in proposed federal actions.

Monterey Bay Aquarium
Michael Sutton serves as Vice President of the Monterey Bay Aquarium and directs the aquarium’s Center for the Future of the Oceans. The mission of the Center is to inspire action for conservation of the oceans. He received a bachelor’s degree in wildlife biology from Utah State University in 1978 and pursued graduate studies in marine biology at the University of Sydney, Australia. In 1992, he received a law degree in international and natural resources law from George Washington University's National Law Center in Washington, D.C.

Scott Borgerson, PhD

Scott G. Borgerson is the visiting fellow for ocean governance at the Council on Foreign Relations. Before joining CFR, Dr. Borgerson was the director of the Institute for Leadership and an assistant professor at the U.S. Coast Guard Academy. During a decade on active duty, he also contributed to Coast Guard strategic planning efforts and served several tours at sea on narcotics interdiction and search and rescue missions, holding positions as navigator aboard the cutter Dallas and commanding officer of the patrol boat Point Sal. Dr. Borgerson earned a BS with high honors from the U.S. Coast Guard Academy as well as an MALD and a PhD in international relations, both from the Fletcher School of Law and Diplomacy at Tufts University. He holds a U.S. Merchant Marine officer masters license, is a board member of the Institute for Global Maritime Studies, and is a principal of Rhumb Line LLC, an independent, maritime consulting firm.

Marcia McNutt, PhD

Dr. McNutt is the President and CEO of the Monterey Bay Aquarium Research Institute (MBARI) in Moss Landing, California. She received a BA degree in Physics from Colorado College and a PhD in Earth Sciences from Scripps Institution of Oceanography in La Jolla, California. Prior to joining MBARI 12 years ago, she taught at the Massachusetts Institute of Technology for 15 years where she was the Griswold Professor of Geophysics and Director of the Joint Program with Woods Hole Oceanographic Institution.

Ms. Packard has been the Executive Director of the Monterey Bay Aquarium since its opening 23 years ago. She helped found the Monterey Bay Aquarium in the 1907’s, the nation’s first major public aquarium dedicated to interpreting a single region - the Monterey Bay. Today, the Monterey Bay Aquarium is widely acknowledged as a leader among aquariums worldwide with a mission to “inspire conservation of the oceans.” Ms. Packard received her bachelors and masters degrees in biology from the University of California at Santa Cruz.
